If you cant find a language file that suits you, you can easily
create your own language file.
The procedure includes the following steps.

Download a language file to use as a template, if you can
read English I recomend downloading the file english.lng and
use that.

Rename the file to your-language.lng.txt
You will most likely get a question if you really wants to change the
extension, answer Yes.

Double clik the file to open it in your texteditor.
the text will look like this: (yellow is added by me for emphasis)
txListICAOCode=Code
txListAirportName=Name
txMenuFile=File
txMenuTools=Tools
txMenuFileOpen=Open...
txMenuFileExit=Exit
txMenuToolsSettings=Settings
txMenuToolsUpdateMETAR=Update METAR
txMenuToolsWind=Wind components
txMenuToolsMETAR=METAR
txMenuToolsData=Airport data
...............etc
You then change the text to the right of the equal sign,
outlined above with yellow color. Leave the other text intact.
Eg the line txMenuFile=File will be
txMenuFile=File-in-your-language

Do this for all text in the file.

Save the file.

Rename the file, removing the ".txt" extension. Eg
if your file was "russian.lng.txt" you will rename it
to "russian.lng".

Copy the file to your Pocket PC

Start Pocket METAR and shoose the Settings menu, tap the
"..." button next to the language setting. choose the new language
file.

Done ! All text is replaced to your new language except the
menus that will still be in the old language until you restart the program.
